Mr. Weber, a former Naval officer, will testify regarding the importance of protecting religious expression within the Armed Forces, given troubling restrictions on religious speech experienced by service members. In light of statutory changes to the National Defense Authorization Act (NDAA) during the past two years and longstanding constitutional principles affirming protections for free exercise, Mr. Weber will emphasize the ongoing challenges to religious expression in the military and the need for clear policy guidance from the Department of Defense.
